HIRA Makes Regular Personnel Appointments for Grade 1 Senior Staff for the Second Half of 2026

 

-Emphasizing NHI sustainability and a stronger safety net for post-assessment and RWE-based pharmaceutical management-

 

The Health Insurance Review and Assessment Service (HIRA), led by President Hong Seung-kwon, announced regular personnel appointments for Grade 1 senior staff for the second half of 2026, effective 1 July.

Through his first regular personnel appointments since taking office, President Hong aimed to lay the foundation for stable organizational operations, strengthen the sustainability of the National Health Insurance system, and establish an innovative basis for an evidence-based healthcare environment.

These appointments focused on accelerating NHI coverage of high-cost new drugs for rare and severe diseases, while also strengthening HIRA’s capacity to verify clinical effectiveness after listing, through post-listing management, and to generate real-world evidence (RWE). To this end, personnel with expertise and field experience were appointed to key positions related to post-assessment and performance analysis, including Director General of Health Insurance Review and Assessment Research Department and Director General of Rare and Severe Diseases Performance Assessment Department.

Notably, HIRA also established a new AX Innovation Department directly under President Hong and appointed the current Director General of Digital Strategy Department as its first head. This organizational reform is intended to integrate AI- and cloud-based data analytics across the entire process of post-assessment and RWE generation, thereby upgrading the pharmaceutical safety net in a more sophisticated and agile manner.

President Hong said,“These appointments reflect our strong commitment to improving public access to high-cost new drugs, while thoroughly managing their effectiveness and safety based on clinical field data and RWE, thereby safeguarding the sustainability of the National Health Insurance system.”

“With the newly established AX Innovation Department at the center, HIRA will accelerate digital innovation and further strengthen its post-assessment capabilities to create a safe and transparent healthcare environment that people can experience,” he added.

These appointments include the promotion of six employees to Grade 1 and the transfer of 15 Grade 1 employees. The list of Grade 1 appointees is as follows:
