「2020 HIRA Healthcare Quality Indicators」

The Health Insurance Review and Assessment Service was established in 2000 as a medical service assessment institution and has promoted public health and social security by conducting benefit claims review and quality assessment on healthcare services fairly and objectively.

Quality assessment on health insurance benefit reviews healthcare quality domains, such as safety, effectiveness, efficiency, and patient-centeredness in an attempt to analyze the degree of conformity of health services to predetermined standards. Currently, Korea conducts quality assessment on healthcare service providers in the areas of assessment target, which includes acute diseases, chronic diseases, and cancers.

In December 2020, the Health Insurance Review and Assessment Service launched the“Quality Assessment Information Bank” system in order to manage quality assessment indicator data comprehensively and systematically. The system offers information of quality assessment indicators, including descriptions (name, definition, calculation formula, selection background, etc.), classification system information (type, domain, source of quality assessment data, etc.), quality assessment results, and indicator life cycle (throughout adoption, change, and termination).

This booklet encapsulated 319 quality indicators for 34 items used in 2020 so that users can understand and utilize quality indicators in a way that is easier and more convenient. It also provides current status and subclass of each indicator as per indicator types and healthcare quality domains, along with an index for quality assessment item and indicator name.

It is our sincere hope that this booklet will contribute to strengthening the understanding of quality assessment and the assessment system in Korea, and will be leveraged as a useful reference for healthcare quality improvement efforts.
