HIRA, held the Training Course on Social Health Insurance 2022
-Shared its know-hows as a strategic purchaser with eight countries including Asia and Africa -
□ The Health Insurance Review and Assessment service (HIRA, President: Sun Min Kim) held 「the HIRA Training Course on Social Health Insurance 2022」 from 20 to 23 September.
○ Marking 10th anniversary, the HIRA training course has been held since 2013 to share HIRA’s experiences and know-hows of controlling healthcare expenditure with developing countries.
- 13 public officials and healthcare professionals from 8 countries including Ethiopia, Tanzania, and Cambodia have participated this time to raise their understanding of roles and functions of HIRA and Korea’s healthcare scheme, and to apply their lessons to their work.
○ In particular, as designated as a ‘WHO Collaborating Centre for Strategic Purchasing’ in December last year, HIRA hosted this training course as a part of its activities to work with the WHO Western Pacific Region(WPRO).
□ The programs, in general, consist of the introduction of Korea’s health insurance scheme and the know-hows of controlling health insurance expenditure, and discussion session to share comparative healthcare systems of the participating countries.
○ The training course will start with the video-presentation of Mr. Joseph Kutzin, known for healthcare expenditure expert of WHO, about Health Financing for UHC, followed by Prof. Soonman Kwon of Graduate School of Public Health of the Seoul National University about Strategic Purchasing for Sustainable UHC.
- Lessons of strategic purchasing had been given until the third dates of the whole training period. The major themes were about Claims Review, On-site Investigation, Healthcare Quality Assessment, Benefiit Listing, Korea Pharmaceutical Information Services (KPIS), Drug Utilization Review (DUR), Utilization of Healthcare Big Data and Overview of ICT System.
○ Furthermore, they had a time to share the healthcare conditions and schemes of their own countries based on what
they learned during the whole training course with the discussion of how to advance their countries’ healthcare
environment and system.
- This year’s programs meant a lot as they had a chance to learn more about Won-ju by visiting a national park nearby the Guryong Temple in the Chiak Mountain and the Hanji Theme Park. In addition to this, any other meaningful events were held to promote Korea’s tradition and regional co-prosperity.
□ Dr. Jin Yong Lee, Chair of Health Insurance Review and Assessment Research Institute, handed over certificates of completion of the HIRA Training Course on Social Health Insurance 2022 to every one of the attendants by appreciating their active participation. He said “the 2022 training course was really meaningful as your participation is the evidence that you became to have better expertise in strategic purchasing of healthcare service. I truly hope that the four day training course will contribute to the advancement of the healthcare scheme in your own countries.
