Bahrain National Health Insurance System Reform Joint Project between the Republic of Korea and the Kingdom of Bahrain

 

   [OVERVIEW]

    Universal Health Coverage (UHC), one of the biggest topics in the healthcare sector today, has been drawing greater attention from the international community. To make UHC a reality, Bahrain has been making efforts to establish the National Social Health Insurance Scheme named ‘SEHATI’ since early 2000. The kingdom joined hands with the Health Insurance Review & Assessment Service (HIRA) of the Republic of Korea to establish the healthcare management system (SEHATI-IT) groundwork since 2016.

 

    Many challenges lay ahead due to different cultures and systems, various stakeholders between the two countries and a short time frame for implementing the project. HIRA devised the “CLEAR strategy: Collaboration, Leadership, Experience, Architecture on demand, Remote work” to overcome expected obstacles and project challenges. As a result, Korea and the Kingdom of Bahrain successfully established the SEHATI-IT system including National Health Insurance Information System (NHIIS), Drug Utilization Review (DUR), National Electronic Medical Repository (NEMR), Smart Utilization of NEMR (SUN) in a short span of time (26months).
